CLT State of Sector report

The Community Land Trust Network has published its 2023 State of the Community Land Trust (CLT) Sector report, stating that communities could deliver at least 278,000 homes across England and Wales. This would be achieved through the use of replicable models supported by industry partnerships.

Launched by Secretary of State Michael Gove MP, the report also found that 80% of these homes would be additional, with the majority not emerging without the involvement of a CLT.

The research found that there are currently 350 CLTs, with 209 currently being created, with the majority operating in unaffordable or deprived areas. To date, CLTs have delivered 1,711 affordable homes, with 5,413 in the pipeline, with a potential social value of £1.2bn.

The CLTNetwork is keen to stress that homes being brought forward are reliant on a mix of industry partnerships, including housing associations, private developers and local authorities – with 49% of councils actively engaged with community-led homes.

It identifies the market opportunities needed to scale proven models as breaking down into:

    • 30,000 homes on rural exception sites delivered in partnership with housing associations
    • 20,000 homes using portions of large sites, whether urban regeneration or greenfield garden villages
    • 117,000 homes on larger community led exception sites in partnership with developers
    • 33,000 homes in infill sites in low-density council estates
    • 78,000 homes by 150 larger urban CLTs delivering 500 homes each in cities and towns across the country

Facilitating growth

The CLT Network has been identifying common trends for successful projects, using these to create a pattern book of solutions to common problems that all CLTs face. Using this it has curated a series of replicable models to facilitate growth, and is starting to look at enabling services around communities, landowners and developers that can support these models.

Depending on the route, community land trust projects can be custom and self build, if the initial owners have input into the design of the home, or if they are involved in the building of the property.
